Two booming markets, Britain and Canada, host their respective annual wind power conferences this month. While wind hot-spot Quebec is learning to cope with the downside of rapid growth, such as delays in getting manufacturing going (page 44) and public fear of being overrun by turbines (page 56), Britain is struggling to cure the ills of its Renewables Obligation (page 49). A package of measures proposed by government for fixing the RO's nasty proclivity to drive wind prices up rather than down may be the right one.
