Third party access to Europe's energy networks remains an unsolved issue. Europe's energy ministers, who met in Brussels May 25, failed to agree on proposals to open up the internal market in electricity, part of the drive for an Internal Energy Market in the European Union. The third party access discussions in Europe mirror those on retail wheeling in the US. As yet there is no common EU energy policy, although agreement has been reached on trans-European energy networks, a strategy on nuclear safety, the pan-European Energy Charter to promote Western investment in developing energy systems in the former Soviet bloc countries, and the role of energy in supporting the EU's aims of social and economic cohesion. Third party access would grant wind plant operators automatic access to the grid for transmission of their power to customers.
