CPUS considers the Biennial Resource Plan Update

The California Public Utilities Commission (CPUC) is to consider the Biennial Resource Plan Update (BRPU) on May 4. The commission's suggestion of a 25% capacity deferral was to have been discussed as part of the final BRPU decision on April 20, but the talks were postponed. The commissioners did, however, issue a dramatic proposal to introduce retail wheeling across California by the year 2002 (see feature in this issue). The CPUC also proposed performance-based regulation as an incentive for utilities to keep costs down instead of today's cost-of-service system.
