Utilities versus IPPs unfair claim wind turbine owners

An energy agency proposal for utilities to be awarded green power certificates for their wind power output has been branded "totally and completely unacceptable" by the chairman of Denmark's wind turbine owners association, Flemming Tranæs. He says consumers have already paid for development of utility wind power through the rate base, while independent power producers (IPPs) have financed their own turbines. Utilities should not now be allowed to compete with IPPs on the green credit market.
