Some of the companies that lost out in the bid for a share of Valencia's 2242 MW wind development concession (Windpower Monthly, April 2003) are appealing against the industry department's final decision. One of the main charges is that the department mislead contenders in June 2002 by stating that the commission processing the projects was yet to make a decision. The final resolution signed in February states, however, that a "pre-selection" had been made in January 2002. The losing contenders include two utilities, Unión Fenosa and Hidrocantábrico, as well as wind giant Gamesa and other large corporations. Whether or not the appeal will stop building on the advanced projects of the five successful developing groups remains to be seen. The industry department dismissed the appeal as "routine," according to newspaper El País.
