Ecotricity appeals against council foot-dragging on project permit

In Norfolk, Ecotricity has appealed against Breckland District Council's refusal to make a decision about its plans to build three turbines at Wood Farm at Shipdam. Breckland has permitted Ecotricity to build a second turbine at nearby Swaffham (Windpower Monthly, November 2002). The council has failed to respond on the Wood farm application after ten months, although it is legally obliged to respond within four months, claims the company.
