Construction is to start this month on Phase I of Public Service Co's (PSC) 10 MW wind plant in Colorado near the Wyoming border. The $10 million "green power" project won approval on June 17 from the Weld County Planning Commission with a 5-2 vote. Opponents included representatives of cattle ranchers, who said that questions about access to the site had not been answered adequately. Phase I, consisting of six Zond turbines, is to be installed by the end of the year, while another seven turbines will be installed in the spring adding 5.25 MW. Customers of PSC will be able to buy green power for an additional $2.50 monthly under the utility's Windsource programme. So far, some 2100 have signed up for it.
