German wind turbine maker Enercon still refuses to say whether or not it is proceeding with construction of a turbine manufacturing facility in Spain. Plans for the factory were mooted after Spanish wind project developer Guadalaviar won a concession in 2003 to build 600 MW of wind plant in Valencia, based on an Enercon factory in the region. According to Guadalaviar, plans for the factory are being moved forward, but Enercon declines to comment. The German company is part of a consortium which recently won a 1000 MW wind concession in Portugal, also based on the promise of an Enercon factory in the country which would export most of its production, reportedly enough to meet all of Enercon's plans for southern Europe.
