RPS in Schaefer bill

It appears that the utility restructuring bill proposed by US Representative Dan Schaefer does include a requirement similar to a renewables portfolio standard, says the American Wind Energy Association (AWEA). The Electricity Consumers' Power to Choose Act of 1996 would require 2% of generation from wind, solar, biomass, geothermal or landfill gas until 2004, 3% from 2005 until 2010, and 4% thereafter. It also retains the Public Utility Regulatory Policies Act (PURPA) until this new support system is in place and also maintains existing PURPA contracts.
