US government considers phasing out Windpowering America program

The US Department of Energy (DOE) is considering phasing out its Windpowering America program, initiated during the Clinton administration. David Garman said the program, which provides aid to rural areas and states where wind development is lagging, might not make it into DOE's 2004 budget request. "It's an important program, but candidly it might be time to declare it a success," he said. "We'd rather spend the money on good R&D."
