Short list this month says BPA -- Huge 1000 MW tender response

More than 2600 MW of proposals were received by the Bonneville Power Administration (BPA) in response to its 1000 MW wind energy solicitation released two months ago, reports George Darr of BPA. The 25 projects, proposed by ten business entities, could all be developed before the end of the year -- the deadline to qualify for the current US Production Tax Credit.

BPA had especially asked for projects that could expand well beyond the 50 MW size -- which it preferred in the short term -- and it got what it wanted. With potential expansions, BPA could be looking at as much as 3600 MW installed in the next three years, or nearly 10% of the BPA's energy requirement.

Oregon and Washington lead the list in both number of wind projects proposed by developers and in installed capacity. Including expanded projects, developers proposed ten in Oregon totalling 1123 MW and eight in Washington for 879 MW. Four projects are proposed for Wyoming, three for Montana and one each in Idaho and Alberta, Canada. Darr expects BPA to make a short list by the end of this month and he hopes to select six to eight projects for completion this year. The first selection -- projects of 50 MW -- will be based on price and meeting the tight deadline.
