Northern States Power issued a request for proposals (RFP) for 80 MW of wind power on June 23, saying the order will complete the 425 MW of wind it is mandated to have on-line by 2002. NSP has about 295 MW of the mandate already on-line and -- in what is likely to be a contentious decision -- says the remaining 50 MW of the mandate will come from a wind project by Northern Alternative Energy, which won an all source bid in April (Windpower Monthly, May 2000). The RFP differs from previous wind requests by allowing bidders to choose their own site and it calls for consideration of transmission interconnection and upgrade costs. Transmission adequacy has been a serious problem at NSP's Buffalo Ridge wind farm in southwest Minnesota. The RFP closes September 21 and bids will be awarded in the first quarter 2001.
