After a full year of debate and hearings on energy policy, the French Council of Ministers has announced that steps will be taken to improve the market for renewables. "The conditions of purchase by Electricité de France (EdF) of the energy recovered from industrial processes and renewable energies will be reviewed to allow a development of these productions," stated the council on March 29. Although regarded as a move in the right direction for wind, no specific figures have been mentioned. The French energy agency, ADEME, has requested a rate of FRF 0.55/kWh, or the average European price. According to Daniel Halloo of the Nord-Pas de Calais Région, an increase of only a few centimes from the present average of FRF 0.29/kWh, to FRF 0.35/kWh, for example, would not be enough and would prevent further installation of wind turbines.
