A new report suggests more clean energy such as wind power is needed in America. The United States has the world's highest per capita consumption of commercial energy -- and the world's highest rate of greenhouse gas emissions -- according to the figures released in the new Human Development Report 1995 on August 17. The report, issued by the United Nations Development Programme, studies human development using social and economic data on a country-by-country basis.
