Cartier Wind Energy spent more than $C85 million in the Gaspésie region and more than $1C05 million in Quebec in constructing its 109.5 MW Baie-des-Sables wind farm, exceeding the requirements for local added value set out by Hydro-Quebec as part of the power purchase agreement for electricity from the project. In a report to the utility, Cartier says that about 52% of the wind farm's total costs were spent on materials and labour in the Gaspé Peninsula and Matane regions, and 64% in the province. Under its contract with Hydro-Quebec, Cartier had to spend 40% in the Gaspésie region. Baie-des-Sables came on line in 2006 as the first of eight projects contracted through Hydro-Quebec's 2004 call for 1000 MW of wind power generation.
