Offshore licensing hope

Licensing of wind projects offshore is currently "stuck in a legal vacuum," in Germany, says Horst Schörshusen, head of energy policy in the Lower Saxony government. But the recent amendment to planning law for wind turbines (see previous story) will help. Although offshore areas are not covered by local planning law, the amendment allows prospective developers to sidestep this legal problem and apply directly to local government for a site licence. This breakthrough, added to the assurance last year from federal economy minister Günther Rexrodt that the Electricity Feed Law also applies to offshore projects, may lead to progress in the offshore wind sector in Germany
