Different uses of terminology on each side of the Atlantic and different market structures complicate discussion of market policies. A "Renewables Portfolio Standard" (RPS) is known in Europe as a "tradable renewables obligation," or a "percentage obligation." It should not be confused with what is often termed a "quota system" or "green label trading," which are only partial uses of the full RPS concept and thus limited in their effectiveness.
