FRANCE JOINS IN

The only major European country without a wind energy programme has finally succumbed. After watching from the sidelines for the past five years or so, France is to create a niche for wind and other renewables in its nuclear dominated market. The mechanism for achieving this is to be similar to the UK's successful Non Fossil Fuel Obligation, though with some vital differences. According to first reports, French legislation will do its best to circumvent NFFO's failings, including the unwanted concentration of wind farms on exposed hilltops in scenic areas.
