Finland's development of wind energy may be almost non existent (page 80), but future plans and backers for large scale wind development do exist. Energy company Pohjolan Voima Oy has applied for permits for a 350 MW offshore plant at Kokkola, in south-west Finland. An environment impact study has been completed identifying five possible sites, but a ruling on its application is not expected until 2005. A more definite project has emerged from a joint venture between ABB Power Finland Oy and metals refining company Rautaruukki. The partnership is planning to build a 12 MW wind farm at Raahe to supply electricity to Rautaruukki's adjacent industrial manufacturing complex. ABB Power Finland also wants to build a similar-sized wind plant at Merenkurkku.
