Five wind power companies have approached authorities in Tarifa with an offer to set up production of wind turbine components in exchange for a chunk of the wind market. According to Tarifa's mayor, Jose Fuentes Pacheco, Mitsubishi of Japan, Spain's Desarrollos Eolicos, Vestas of Denmark, an unnamed American firm and Jacob's Energie of Germany are offering to create much-needed employment in the area as part of a deal which would give them siting preference over other developers. Fuentes Pacheco, who announced a hike in wind power taxes a few months ago, adds that he would not be wavering levies for companies offering employment to locals, although he would certainly give them preference. Fuentes Pacheco says there is so competition for sites in Tarifa that developers are willing to pay as much as ESP 2,000 per kilowatt of installed capacity per year for the best sites. This is substantially more than the land rental sum he is currently demanding -- ESP 1000/kW from wind developments on private land within the Tarifa area and ESP 1500 /kW from projects on government land.
