French government threatens to cancel 500 MW offshore tender long after bids are in

The French government's call for tenders for 500 MW of offshore wind may be cancelled according to industry minister François Loos. Eleven bids had been received (Windpower Monthly, September 2004). Loos says he is thinking of revoking the competitive tender process because of the "lack of agreement from the local authorities in the areas concerned." The tender process has always been criticised by the wind industry, particularly the assessment criteria for selecting winners. Loos says he may issue a new tender call before the end of the year, following consultations with the regulatory body, the Commission de Régulation de l'Energie.
