At the same time as announcing the review of electricity tariffs, the council said the reference costs of electricity will now also be reviewed at regular intervals by a diverse panel of experts. It will report to the government's Office for Science Technology Selection Assessment (OPCST) and a white paper will be published on nuclear energy, dealing mainly with fuels and waste products. It is suggested that EdF completely dismantle a reactor so these costs can be assessed. According to Florentin Krause, author of Nuclear Power in Western Europe, this is bad news for the nuclear industry. It shows a progressive distancing from nuclear by civil servants and regulators.
