Commonwealth Wind developer accepts $48m fines to cancel PPA deals

Avangrid, the developer of the 1.2GW Commonwealth Wind project off the coast of Massachusetts, has agreed to pay fines of $48 million to cancel its power purchase agreements (PPA) with three US utilities.
