Combining wind and solar with storage enables developers to use site infrastructure efficiently and maximise use of the grid connection, Rachel Ruffle explained.
However, she added, regulators require developers to specify what generation source will be connected to the grid at a certain site, but withhold permitting for hybrid projects in the UK.
"It doesn’t make sense from an engineering perspective or a practical perspective," she told Windpower TV at the Global Wind Summit in Hamburg.
"The regulators don’t move quickly enough (to keep up with developments in energy technology).
"I think it really comes down to the politicians to create a sense of urgency to help the transition."
