From Zero to Five GW: Offshore Wind Outlook for Gujurat and Tamil Nadu (2018-2032) investigates how much offshore wind could reasonably be built, operated and incorporated into the states’ grids over the next 15 years.
"The 5GW should not viewed as the best-case assessment, or as a proposed target that the two states should adopt," the report said.
"[It] should serve as indicative guidance that helps to focus the attention of policy makers and private industry into proactively developing India’s offshore wind sector along with its entire ancillary infrastructure and supply chain to scale."
The report identifies five "action items" critical to implementing offshore wind in the two states: developing a long-term offshore roadmap; clear consenting and permitting procedures; regional and national grid development; financial support mechanisms; and developing skills and competences.
