The firm said the new centre, due to open in the first quarter of 2018, will form the base for its European customer base and "enhance its technical capabilities".
TPI chief executive Steve Lockard said: "Establishing this centre will strengthen our engineering and technical resources to support our long-term growth."
In August, TPI signed a supply contract with German manufacturer Senvion to provide blades for projects in Asia, Australia and South America.
And last year, it won a "multiyear" deal with Danish turbine major Vestas to manufacture blades for the V126 turbine from its facility in Turkey.
