The project had originally planned to use eight WindFloat semi-submersible platforms designed by Principle Power, according to the project's documents.
Scotland's devolved government said the project will create 110 jobs.
According to WPO Intelligence, the research and data division of Windpower Offshore, the development company behind the project, Kincardine Offshore Windfarm Limited (KOWL) submitted its planning application in April 2016.
Plans for the site were initially put forward in 2014.
Scottish Renewables senior policy manager Lindsay Roberts said: "Scotland is home to approximately 25% of Europe's offshore wind resource, and we are now starting to build out projects which will harness this potential. We're also at the forefront of innovation in this exciting sector."
The Kincardine project could be Scotland's second floating offshore wind project. Statoil is currently preparing to start installing its 30MW Hywind Scotland project.
Meanwhile, the Highland Council last month gave its backing to the Dounreay Tri floating site planned for north-east Scotland.
