Dong installed 35 Siemens 6MW turbines at the site, eight kilometres from England's north-east coast. It is the first commercial project to use the 6MW turbine.
First power from the project was produced at the start of September 2014, with the final turbine being installed in March. The developer said it is now working towards completing final testing.
According to Dong, 900 people were employed on the construction of the project, across the supply chain.
Earlier this month, regulator Ofgem named the Transmission Capital Partners (TCP) consortium as the preferred bidder for the project's transmission system.
Westermost Rough is majority owned by Dong (50%), with Marubeni Corporation and the UK Green Investment Bank each owning 25%.
