LeedCo said the move would "catalyse domestic manufacturing growth" in the US foundations sector.
Included in the group are supply chain advisor GLWN, and steel works firm American Tank and Fabricating, both will help design a monopile "optimized" for US construction.
The new monopile will be used at LeedCo's 19.2MW Icebreaker project in Lake Erie.
A report by LeedCo in 2013 found the six turbines to be used at the site can be installed using monopile foundations.
The designs will be tested at Case Western Reserve University, based in Cleveland, in the northeast of the US.
Other groups involved in the project are UK-based Offshore Design Engineering, the Cold Regions Research and Engineering Laboratory, and the US Corps of Engineers.
LeedCo said the consortium would also work closely with Fred Olsen Windcarrier, which joined the Icebreaker project in November.
