The group said it would combine its expertise to help develop projects in northwest Europe, America and Asia.
Wind Minds is made up of four consultancy firms; Mecal Independent Experts, Ep4 Offshore, BBB Umwelttechnik and Pondera Consult.
The group is part of a trade envoy traveling with the Dutch government to Japan and Korea, markets it is targeting to help develop offshore projects.
Wind Minds claims to be involved in 40 offshore projects in Europe and Asia following the collaboration.
Pondera Consult managing director Arno Verbeek said, "With Wind Minds we have created a one stop shop for developers, investors, governments and utility companies.
"Our focus is to be a pro-active partner for our clients, providing them with independent consultancy in all disciplines related to offshore wind power".
