A spokesperson for Siemens said construction at the site in northeast England was set to start within "weeks, not months".
Siemens is jointly developing the Alexandra Dock site with the Associated British Ports (ABP).
ABP was expected to appoint a contractor to oversee construction in the autumn. When contacted by Windpower Monthly, the it refused to comment on whether one had been selected.
The offshore turbine plant, located in northeast England, will have blade manufacturing and servicing facilities to support offshore projects in the North Sea.
In March, Siemens committed to spending £160 million to build the facility, which will produce blades its 6MW turbine.
Hull City council gave planning consent to the site in September; three years after the project partners signed a memorandum of understanding to develop the facility.
Siemens was the first turbine manufacturer to commit to building a large-scale manufacturing plant in the UK to supply the country's offshore sector.
