Speaking to Windpower TV about the report, DNV GL service line leader for offshore renewable energy Johan Sandberg explained the "cost reduction manifesto" consisted of three main points to focus on.

Firstly, he said, companies needed to reduce risk. Secondly there was a need to become more effiecient, and thirdly there needed to be more innovation in terms of technology.

Sandberg also explained a strategy titled Win Wind. "This is quite far into the future, but it's a good opportunity for the offshore wind industry. We are trying to open up the market to use offshore wind to power the oil and gas sector — mainly in the North Sea.

"We have identified operations in oil and gas which can be run by wind turbines and be more effective than gas or diesel turbines... it will drive down costs in the oil and gas industry."
