Speaking in London today, the minister for natural resources, Alun Davies, will outline the Green Growth Wales: Investing in the Future prospectus.
It will show that Wales has the infrastructure and capabilities for significant renewable energy generation including onshore and offshore wind projects.
Wales has 1,200km of coastline, approximately 32,000 square kilometres of sea and seven major ports, all of which could be used to generate green energy.
The prospectus said Wales has a "comprehensive programme" to provide business support, which the minister said means businesses can invest with confidence.
Davies is speaking at an event at Mansion House in London, hosted by the Lord Mayor of London on behalf of Natural Resources Wales, which is responsible for the sustainable management of Welsh natural resources.
