The resolution recognises that wind power will be a major factor in the state's economcy as part of a multi-source strategy to secure energy in the future.
It says South Carolina has the second largest offshore wind resource on the east coast of the US, offering investment opportunities.
Developers and manufacturers are now being invited to make plans to set up in the state.
"South Carolina invites offshore wind energy developers and manufacturers to meet with public officials to further South Carolina's advancement in offshore wind energy," the resolution stated.
A study by the state's Clemson University in 2011 found that 82% of recreational ocean users support offshore wind development in South Carolina.
The university is a major drivetrain test centre in the US. GE was the first customer to use the 7.5MW facility to test its 1.6MW platform, when it signed up for a six-month test in December.
