Ground was broken on developer RWE Innogy's complex at the port of Mostyn in North Wales, close to the 576MW project.
The facilities will house more than 100 permanent members of staff who will provide engineering, technical, management and administrative functions for the 25-year operational life of the wind farm.
Pochin Construction is building the facilities after it was awarded a £3 million (EUR 3.6 million) contract by RWE.
The centre is due to be completed at the end of this year to coincide with the end of construction of the 160-turbine project.
