The Chinese manufacturer will install 20 of its GW109/2500 turbines. The 2.5MW direct-drive turbines are designed for medium- to low-wind areas.
The wind farm is located near Constanta on the west coast of the Black Sea. Goldwind said it has customised the turbines "to optimise its operating performance for local conditions".
The turbine installations and connection to the grid are expected to be completed in June 2014.
Once development is complete, operation of the project will be handed to Romanian energy company Monsson Alma which also developed the 600MW Fantanele-Cogealac wind farm in the country.
Goldwind's fellow Chinese manufacturer Ming Yang announced in November that it is to supply turbines for a 200MW project in the country.
The moves are seen as part of a push by Chinese companies to establish themselves in Romania, with Goldwind commenting: "Our expansion into Romania's wind power market marks the next important achievement in Goldwind's strategy of international expansion and product localisation."
While incentives for the industry were previously strong, the Romanian government has taken an increasingly hostile stance towards wind power over the past year.
In September, a draft policy was in place to reduce the number of green certificates issued for wind farms in the period up to 2017 to 1.5 per megawatt hour of production from two certificates at present.
