The wind farm, which was inaugurated by German economics minister Philipp Rösler in August, contains 80 Bard 5MW turbines and lies 90 kilometres north-west of the island of Borkum.
OWS will continue to employ around 300 staff from struggling developer/manufacturer Bard in Emden, north-west Germany, but 250 employees not taken on by the company will face compulsory redundancy, which will be announced in January.
The closure of Bard, due to a lack of orders, is expected by mid-2014.
OWS will take over Bard’s premises, ships and other key resources. The company said it aims to establish itself in the wind industry and provide services, including maintenance, servicing and turbine repairs.
In a statement Bard said: "Before OWS is able to start its business operations, however, a number of matters pertaining to corporate and fiscal law need to be clarified. Bard assumes that these issues will resolved by the end of the year."
