The project is set to be completed by the end of 2014.
Kanematsu was handed the contract for the construction of the wind farm and for the laying of underwater cables to other islands by Philippines-based Energy Development Corp.
Research from Windpower Intelligence shows that the country has 2.9GW of projects in the pipeline.
