Contract negotiations with a foreign investor were previously at an advanced stage in February 2013 but fell through in April.
Energiekontor said the investor broke off the deal following concerns over the future of the renewable energy act launched by the German federal environment and economy ministers on 14th February 2013
The company said this resulted in a resumption of the search for investors and further project delays.
