Nirmal Gupta, director for key accounts and strategic positioning at LM, told Reuters that the company had identified two sites in the Western and Eastern Cape provinces. If LM made the move it would be the its first plant in the southern hemisphere.

Gupta added LM was in talks with South Africa's Industrial Development Corporation about financing the investment. LM expects to make a decision by the end of the year.

This comes in the wake of the government's tender call for up to 1.85GW of wind power to come online by 2017.

The tender is designed to encourage local content and job creation. Both China's Goldwind and Suzlon of India have expressed an interest in establishing a local manufacturing base.
