The move comes as China sets out to offer a series of tenders to develop offshore sites around the country's eastern coastline.
Speaking to Reuters, Vestas China president Jens Tommerup said: "China has substantial wind resources, so we see great opportunities in China to develop offshore wind energy and to move the sector forward."
China believes it has phenomenal potential for offshore wind. The China Meteorological Administration has estimated it at more than 750GW - far higher than the 253GW potential for land-based wind.
However, any turbines used in the area will need to be incredibly resilient amidst concerns about local weather conditions. For example, the Chinese coast is regularly ravaged by typhoons.
Vestas should have plenty of competition in its plan to access the Chinese offshore market. Rival Chinese manufacturers are already working on offshore designs.
Sinovel, an early starter, began to develop offshore turbines in 2006. It has focused on developing 3MW turbines, which were launched in December 2008.
Chen Danghui, technical director of Sinovel, says that they are a third cheaper than models by foreign counterparts.
