Tarifa wind taxes opposed

Tarifa's bid to exact a town hall tax on wind farms within the municipality is meeting with opposition from wind power developers. The tax -- ESP 1500/kW a year for turbines on municipal land and ESP 1000/kW a year for turbines on private land -- was introduced by mayor Jose Fuentes Pacheco about two years ago to compensate for "use and abuse" of his municipality. The tax was published in the official gazette and was not contested until this spring when the four taxable developers in the region refused to pay their bills which currently stand at ESP 85 million. According to Fuentes Pacheco, the only mayor in Spain to establish a "wind tax," the developers have agreed to negotiate and have offered to meet 50% of the total owed. Pacheco refuses to accept any amount below 80%.
