The European Commission has proposed adding "preserving the ecosystem" as a major new theme under the European Union's fifth framework program for research and development, reports electronic news service ENDS Environment Daily. The Commission says the change reflects a need to address energy and environment issues in an integrated manner, "and also the fact that energy is a key factor in global climate change," it says. The revised plan distinguishes between energy use and energy supply, creating "key actions" on promoting the sustainable use of energy and developing cleaner sources of energy supply, ENDS reports. As proposed by the Commission, the new theme is to get ECU 2.1 billion of funding over the five years of the program.
