Utility tender for Paracurú 30 MW project

Brazilian utility Coelce in north eastern Ceara state will this month release the bidding rules for an engineering, procurement, construction (EPC) contractor for a 30 MW wind farm at Paracurú, says Coelce's Valdemia Barros. Companies will have until June to register for pre-qualification. Qualified companies should present their technical and financial bids in October and Coelce will award the contract in December. Total investment is expected to be $30-40 million. Of this Japan's Bank for International Co-operation (JBIC, formerly the Overseas Economic Co-operation Fund) will finance 60% and Coelce 40%. Denmark's RTE consortium of engineering consultants Ramboll and Tripod and utility Elkraft are the project consultants together with Brazil's solar and wind company Brasil Energia Solar e Eolica (Braselco), which will supervise installation. Wind power potential in the north east of Brazil is as much as 6000 MW, according to Alexandre Pereira from Pernambuco University's wind energy centre, known in Brazil as Eolica. Barros concurs: "In Ceara state alone we are working with a 2000 MW potential and including the other states in the region a 6000 MW estimate is absolutely correct." The mines and energy ministry estimates 1000 MW could be in operation by 2005, a "perfectly attainable" goal, according to Pereira. "We could even generate more than that here in the north east. The only power sources apart from oil are natural gas and wind -- and wind is becoming ever more competitive," he adds.
