This short note accompanies the feature article in this issue, "Getting it right and wrong in the states." It reminds the reader that different uses of terminology on each side of the Atlantic and different market structures complicate discussion on policies, and it stresses a few of the more important differences.

Different uses of terminology on each side of the Atlantic and different market structures complicate discussion of market policies. A "Renewables Portfolio Standard" (RPS) is known in Europe as a "tradable renewables obligation," or a "percentage obligation." It should not be confused with what is often termed a "quota system" or "green label trading," which are only partial uses of the full RPS concept and thus limited in their effectiveness.
