The New York Power Authority is proposing an 8 MW wind plant on an island off New York state. The project on Plum Island would be for the US Department of Agriculture's animal disease centre and consist of about 18 turbines of 400-500 kW nameplate capacity. The power would be competitive with the rate charged by local utility Long Island Lighting Co and will also be used to displace fuel oil that costs $0.035/kWh because it is less polluting.
