Wisconsin Electric Power (WEPCo) issued a request for proposals on March 17 for 5 MW of renewables capacity using energy resources available in Wisconsin. The utility marketers tied the eye-catching "green" announcement to St Patrick's Day. Although there is no specification of technology, a developer may take advantage of the wind data already collected by the state energy office. The new plant is to supply power to what has become the largest green pricing program in the US: "Energy for Tomorrow" has signed up over 7000 customers. Prior to the RFP, the Milwaukee utility had reached an "understanding" with two environmental groups in the state on marketing green power (story page 44).
