MINNESOTA RFP SOON

In Minnesota, a request for proposals for the next 100 MW of wind for Northern States Power on Buffalo Ridge will be issued in the second quarter of 1996. Last month no other information was available on the deadline for bids or for the intended start date for operation of this Phase III installation, said an NSP. Presumably this is because Phase II of the utility's 425 MW of wind resource, to be installed by the end of 2002, is being delayed by litigation and opposition from Kenetech Corp to the choice of Zond Systems Inc as developer. It was to have been installed by November of this year. Now sources say that the massive project, the largest planned wind farm in the US right now, could be delayed by as much as nine months to one year.
