The Project Monthly report from Windpower Monthly's sister site found that overall, milestones reached by developers were lower than the already low base set in 2013.

Even more worryingly, in no region did activity during the quarter exceed the level it hit a year ago. This even includes the Asia Pacific region despite China's announcement of 445 new projects in February.

However, the region did fall less than others, with North America leading the race to the bottom.

But there were positive signs too, with Europe recording a count of turbine purchase agreements that was nearly double that in of a year before, while Asia Pacific saw construction starts up a third on last year.
