Decc has called for examples of benefit packages offered in the UK and internationally, and engagement between developers of onshore projects and the local community.
Olivia Knibbs, head of independent renewables generation at Decc, said the department could receive around 300 letters a month on onshore wind, with the vast majority opposed to wind.
Knibbs acknowledged that anti-wind proponents are much more vocal than pro-wind supporters.
"We need to make sure we get a balanced range of responses, so developers should contribute evidence of the good practice that is out there. We want to make sure the evidence is based on fact," she added.
